Yeah, its new thing added during 1.9 pre-release, a few snapshots after shields were introduced.

I believe it'd be assume that around that time, most YouTube users who often watched Minecraft videos had their suggestions and recommended videos (in various places on YouTube) slowly trying to fill up with 1.9 videos related to combat, etc. -- especially if recently they watched videos made by certain 'popular' Youtubers/especially those of which featuring updates to Minecraft as a [main] topic discussed/especially those of which regarding Minecraft 1.9 -- and various shield decoration videos, especially if they had recently watched a video that had something to do with shields.

(YouTube is likely full of 'Minecraft 1.9 shield customization'-related videos by now.)

They work the same as banners zito, I believe you combine a banner and a shield to get the design
