Best Batman game to date.  Also its got the same voice actors for Batman (Kevin Conroy) and Joker (Mark Hammill) from the 90's cartoon.  Incredible.

I once played a batman game on the Gamecube, and it was pretty fun. What type of game is Arkham? Is it open world?

Yes.  It takes place during a controversial time in Gotham.  Arkham Asylum became overrun, so an entire section of the city was walled off and declared a prison.  Hence the name Arkham City.  A huge section of Gotham is available for batman's use.  You'll find different types of thugs, armed with various weapons from baseball bats, to automatic rifles.  Throughout the game you'll enter various famous (or infamous) buildings (such as Ace Chemicals, the Gotham City courthouse, etc) to defeat Batman's villains.  Level up your character to become tougher, and learn new combat or stealth skills.

The combat system is similar to much improved version of assassin's creed.  It has a lot of combos, counters, and gadgets to take down enemies creatively.  Clothes-lining an enemy after you grapple hook him towards you has never felt more satisfactory.
