I mean, Burnout Paradise is really fun. It's a free roam car game with events you can join, some races are available of course. I really enjoy it, so just putting it out there.

Yeah, it on PC. It's on Steam, but you will need to make an EA Account to play if you haven't already.

If your looking for a good arcade racer its an awesome choice, and a few of us play it already!

Gran Turismo is the best racing sim (despite having less than great appearance in 5).
Forza is a good between arcade like need for speed and a GT like Sim
but pc wise Project CARS hands down if you can get in beta if not F1 2013 is really good on pc.
