Can we still summon the wither at the end or nether?

The Wither is still summonable in both the end, and the nether
The reason I disabled it in the overworld is because of mobGriefing being disabled in the overworld. The wither is supposed to be a tough fight. But with people being able to just block it in any old corridor, it doesn't really turn out to be that hard. A Large part of the wither fight is having to keep up with it and prevent it from destroying things. Since the nether and end both have mob griefing now, they are a more suitable place for the wither to play ;)
I changed and rebalanced the entirety of the treasure system, which includes more than just the excavation
Excavation wasn't changed too much, the main things were probably diamonds dropping ever-so-slightly less, and a few other things dropping slightly more

But how would u get villagers in the end or nether? They could not breed without a farmer. They would need a crop to farm but u would need water for that. So the nether is definitely ruled out.
So I'm confused. How is villager farming possible?

I think Cauldrons filled with water might work -- if not, Ice still turns to water in the Nether, right?

It isn't, but ice doesn't irrigate farmland

Because it helps plants grow... although now that I think about it, some Dispensers and a lot of Bonemeal works just fine — as long as the crops have enough light, that is.

If farmland doesn't get enough water it reverts to dirt and the crops come out
If crops don't get enough light they pop out
Been like that since at least early beta
I could have sworn it was different. As in, crops would be fine without water as long as something was planted and they had enough light. I could be wrong though.
